You need to have the footage item selected in the Project Panel in order to access Interpret Footage.
I recommend selecting the item there and using the right click context menu or cmd-opt-g to get to the interpret footage dialog..

I’m just guessing because you haven’t provided very much information, but most likely you’re trying to create the adjustment layer through the File Menu without having focus set on the Project panel. If you select the Project panel, then File>New>Adjustment Layer should be available.
